hello please help

I can not connect my istancia my arduino with my instance in the cloud and I try to change the ip of my instance. I tried to do with the floating ip and the other when I connect it with my floating ip and it stays in wait for response from the server and it disconnects please help

this seems to be a network connectivity problem. please check that you get access to any other external service or address
